We have 20 HF cows in our farm which are at second lactation. We feed them corn, alfalfa, pellets, mineral mixture.jowar forage. The problem we are facing is that cows don't have the require body weight and this results in low milk production ie 10liter/day.
It would be helpful if you can guide us with nutrient and feeding management.

Small change in your management may have some effect, during the dry period reduce water intake from feed (only feed) so more DM intake can be observed. Water should be given carefully after feeding, in small quantities of course required amount.
Problem seems a combination of management plus genetic of animals. I need following informations:
1- Is it pure HF herd or cross?
2- Age at first calving?
3- Weight at the first time breeding and at the 1st calving?
4- CP per kg DM?
5- Feed intake per day on DM basis?
If I get these information I might be able to solve the riddle.

4- CP per kg DM? We have never done analysis of cp but we feed maize ,alfaalfa
5- Feed intake per day on DM basis? Never done analysis
Dairy cows feeding need if possible need to be analyized what level of DAA, ME Ca:P ratio and other minerals or vitamins, what is the ratio and quality of drinking water against feed and bodyweight, a lots of reading materials available.
Well the genetic potential of the breed is also important, although it is HF doesnot gurantee the milk yield, look at the body compotation.

Cow has low body condition score (BCS) of 2.0 or less which indicates the ration is low in energy. Feces have too much structure - stands too high - a sign of too much indigestible fiber in ration. 75% or more of the feed offered to dairy cow is to meet her energy needs. That is first priority of this cow and your herd if other cows are similar BCS.
The weight at the time of breeding should be 2,3 of mature weight. Your animals were bred when they were underfed. So lot of energy was used for reproduction production and foetus growth. The result is shorter lactation length, small size calves with low weight and low mink yield. Feed soya, maize and alfalfa having around 18% CP. Try to improve body weight or culling could be good policy. Cull the animal below wet average
I am not familiar with available feeds. Replace low quality forage (straw mature grass hay) with a ground grain such as corn, sorghum or milo, barley can be starting grain maybe 3 - 4 kg per cow per day. Feed at time of milking. Water should be available immediately after milking. Cow should get mineral supplement data to provide 200 grams CA 80-100 grams phosphorus, 80 grams magnesium. Salt block. Also a trace mineral package (Copper,zinc, manganese, cobalt, selenium and iodine. These are general guidelines based on US NRC publication.
I would like to say something about this problem. Firstly, how much kg of concentrate do you give for your lactating cows? and also your management system as well as environmental temperature?
