Theme: Developing a hub of dairy enterprises in the flood affected regions of Khyber-Pakhtunkhwa province through partnership of academia, government, entrepreneurs & civil society

	The Workshop
The workshop has been organized to analyze the current situation in the country and propose means for research and development intervention in the dairy sector through coordinated efforts of academia, government departments, development agencies and private sector organizations.
The initiative for holding this workshop was supported by National Vocational and Technical Education Commission (NAVTEC) of Pakistan and Agri-Science Park@ICRISAT, Hyderabad India (Mr Abdur Rahman Ilyas, Chief Operating Officer). The Global Dairy Health Limited has shown their interest in contributing to development of a model.

In the meantime the country and especially the Khyber Pukhtunkhwa Province were badly affected by the flood. The livestock holdings suffered the most, withdrawing the livelihood support from the people. Rehabilitation process is going to commence soon, supported by various donors. The workshop will provide a vehicle for the rehabilitiation process, providing guidelines for erecting the hub of dairy enterprises in an environment friendly way providing livelihood support to the flood affected people.

	IDF position on dairy farming
The International Dairy Federation (IDF) has placed environmental considerations at the top of their priorities. According to Richard Doyle, IDF President, "IDF is taking a proactive approach to support sustainable agriculture by identifying best practices and sharing international experiences. Their objective is to ensure the production of safe and high quality nutritious dairy food for human consumption, undertaken in harmony with the environment."
IDF recently participated with 6 other international organizations in the launch of the Global Dairy Agenda for Action; a declaration of the industry's commitment to making positive contributions to global action in addressing climate change. The declaration also includes the Green Paper, a compilation of 299 international initiatives where dairy industry stakeholders from over 40 countries have addressed environmental practices and impacts.
The Global Dairy Agenda for Action on Climate Change is a statement of commitment by the dairy supply chain to take action to address climate change. The dairy supply chain is committed to providing consumers with the nutritious dairy products they want, in a way that is economically viable, environmentally sound and socially responsible. This includes reducing emissions of greenhouse gases such as methane, nitrous oxide and carbon dioxide that are associated with the production of a unit of dairy product and which contribute to climate change.
The dairy supply chain recognized the need to work together in order to address this significant challenge. Climate change initiatives have already been launched around the world, but the signatories and participants of the Agenda for Action identified the need to pool knowledge and resources to achieve the changes in technology and practice needed to further reduce emissions.
	The World Dairy Situation
The World Dairy Situation is being regularly documented by the IDF and last year it was published as Bulletin Number 438/2009. Milk production during 2009 reached a level of 580 million tons (cows) and 89 (buffaloes). This showed an increase of 24 and 48% during the last decade. The strongest gain was noticed in Asia, particularly in India.
The growth rate in China retarded due to weaker demands followed by melamine scandal. In the US the low cost of production and historically lower farm milk prices caused retardation in milk production. The European Union showed in increase in milk production as a response to the rising milk prices.
In South America milk production increased by 1.8% during 2008, exceeding self sufficiency and sparing it for export. In Australia and New Zealand the weather condition seemed to have more influence than other regions and milk out put increased up to June, 2009.
	Buffalo milk
Buffalo milk increased at a double rate as compared to cow's during last decade at global level. 90% of buffalo milk is produced in India and Pakistan, the remaining coming from China, Egypt and Italy. 53% of the world milk produced is chanellalized to formal marketing and processing channels. In the North America, EU-15 and Japan this ratio reached 100% while in Russia, India, Pakistan and South America this ratio is considerably low and the milk is handled by "informal sector".
	Pakistan's standing
Pakistan has been ranked 2nd in buffalo milk production and 3rd in total global milk production. Although the livestock sector contributes 55% to the agriculture added and 11.3% to the gross domestic products in the country, the role of the sector on export and production of certified products for human consumption inland is negligible.
During the recent years the government has placed the sector on National Development Agenda and Livestock Development Policy has been implemented focused at private sector led livestock development, with the enabling environment provided by the government.
Livestock and Dairy Development Board (LDDB) and Pakistan Dairy Development Company (PDDC) have been established in addition to other developmental organizations, to spearhead the development efforts. These two programs have been actively supporting the sector through focus on small and medium dairy farmers.
