I am sorry but you are wrong to say that Furosemide is banned on all other countries appart from the US and Canada.
Brazil also allows their Thoroughbreds to use Furosemide on raceday as a potential reducer of EIPH.

The effects of the furosemide one in horses with cases out of pulmonary hemorrhage induced by exercise, plows contradictory in relation to their beneficial effects in horses with that pathology. In Argentina and EE.UU. to near 80% of the horses they run with doses that oscillate between (2ml and 6 total milliliter). According to some studies the furosemide:
One: Would reduces the blood pressure
Two: Would produce severe electrolytic lost
According to studies the electrolytic supplementation would see beneficial to counteract those effects.
